COOPER REALLY NEEDED A FACELIFT, AND IT GOT ONE

A couple of years ago I was talking with some people about how awful Cooper Avenue was.  Full of pot holes and dispair.  The city had tried to fill those pot holes so many times, it was time to do something more.  Then, they decided to repave and expand the road, along with putting in some sidewalks and retaining walls.  It actually looks really nice, and it's such a smoother ride than it used to be with all of the pot holes.

RIGHT LANE MERGES TO THE LEFT, BUT SHOULD IT HAVE GONE FURTHER

BUT - look at the sign that says to merge left.  There is nothing wrong with having an extra lane where you can merge left, although people tend to tromp on the gas in the right lane so they can be first!  I don't get that, but whatever.  The problem is that past where the lane ends, there is a side road on the right.  So, if you are a person who needs to turn left onto that road, you have to merge to the left, and then make a right turn onto that side road.  Because you had to turn right after you JUST had to merge holds up the other traffic.

THIS SEEMS LIKE IT COULD HAVE BEEN BAD PLANNING

Why would the lane end right before an opportunity to make a right turn.  It completely interrupts the flow of traffic.  It makes zero sense.  Is there some sort of ordinance where a lane needs to end at a specific point on a normally two lane road?  Because otherwise why would you have a merge lane end right before a right turn opportunity?

HAS ANYONE ELSE NOTICED THIS

Am I alone when asking this question?  It just seems like bad planning to me - but really grateful the road has been widened and repaved.  So, thank you for that!
